Notification of CBP-Involved Death
This notice informs the public of a death that occurred following an encounter with Customs and Border Protection (CBP) personnel, in accordance with CBP policy and Department of Homeland Security reporting requirements.
Incident Summary
On September 20, 2024, at approximately 4:08 a.m., a 911 call reported a person in medical distress near Carrizo Springs, Texas. The caller, who was lost and traveling with the distressed individual, stated the man had begun convulsing and become unresponsive.
Border Patrol Agents (BPAs) located the man at approximately 4:35 a.m. He was a Mexican citizen experiencing a suspected heat stroke. BPAs immediately provided first aid, including applying ice packs and, later, establishing an IV line and administering fluids with the assistance of a BPA EMT. Due to the significant distance to emergency medical services (EMS), BPAs transported the man to meet the EMS unit and transferred his care at approximately 5:29 a.m.
The man was transported to Dimmit Regional Hospital and later transferred to Methodist Hospital Metropolitan in San Antonio for advanced care. A BPA maintained a hospital watch until September 23, 2024, when a Notice to Appear was issued.
Sadly, the man passed away on October 1, 2024, at 8:28 a.m. The Bexar County Medical Examiner determined an autopsy was unnecessary due to his death occurring under medical care.

CBP’s Office of Professional Responsibility (OPR) is reviewing this incident. The Department of Homeland Security Office of Inspector General has been notified.
