Remarks at the Trade and Cargo Security Summit
Good afternoon. It's great to see everyone here in New Orleans for our fourth annual Trade and Cargo Security Summit. I appreciate the introduction, Lisa Beth. We're thrilled to be holding this event in a much more pleasant time of year than July!
Thank you to our CTPAT partners and all members of the trade industry for your dedication to supply chain security. A special thank you to those joining us in person and virtually.
This summit will cover key issues, including how CBP fosters legitimate trade and travel, and highlight recent successes. We'll discuss CBP's efforts to support the President's vision of an "America First" approach, focusing on what's best for American consumers and taxpayers.
Recent CBP Successes
CBP has successfully implemented 21 presidential tariff actions, significantly impacting trade. We've seen a 95% decrease in illegal southern border crossings, from nearly 5,100 daily to 230. Our counter-fentanyl efforts have also yielded significant results. The Presidential Proclamations on steel, aluminum, and autos are bringing back jobs. Reciprocal tariffs are reducing the trade deficit.
We've enhanced the Automated Commercial Environment (ACE) to handle these changes efficiently. Improvements include automated solutions for air cargo exam transfers and a modernized portal.
CBP's enforcement of trade laws is critical to national security, protecting consumers and upholding a fair economic environment. Every shipment we screen contributes to making America safer.
De Minimis Shipments
The dramatic increase in de minimis shipments has presented challenges. In FY24, nearly 90% of cargo seizures originated from de minimis shipments, including 98% of narcotic seizures (by case count) and 97% of intellectual property rights seizures. The President's Executive Order eliminating de minimis entry for products from China and Hong Kong addresses this issue.
CBP is working with private industry to ensure a smooth transition and prevent delays.

CBP's partnership with CTPAT is vital for supply chain security. We are committed to working with our international partners to uphold trade agreements and ensure a fair trade environment.
CBP is committed to improving targeting efforts to protect legitimate traders. We are leveraging AI technology to improve decision-making and streamline legitimate trade.
